And Then There Were None
Yesterday, May 30, 2012, Priority One Credit Union's Burbank branch permanently closed its doors making this the fourth branch to close since mid-2010 in what is President Charles R. Wiggington, Sr.'s desperate attempt to reduce spending and raise net capital.
Since his appointment on January 1, 2007, President Wiggington has proven to be the worst President and CEO to ever lead the no longer prosperous credit union. On the day he became President, the credit union had the following branches:
- South Pasadena
Burbank:Closed- Los Angeles
Redlands: ClosedRiverside:Closed- Van Nuys
Valencia:ClosedWorldway: Closed
Since January 1, 2007 and as shown above, Charles R. Wiggington, Sr. has closed more than 50% of the credit union's once successful branches. The President insists the closures are out of his control but one can't ignore that prior to his appointment, the credit union grew and prospered something that ceased to happen after Charles R. Wiggington, Sr. was named President. In spite of his well documented failures, during the May 27, 2012, annual meeting, the President declared the business is "great." During his approximate 45-minute speech, the President spoke to the point of ad nauseum about the credit union's many alleged achievements occurring in 2011. Is he daft?
What he never mentioned is that Priority One is addictively dependent upon expense reductions as key to its survival. What's more, the credit union no longer can afford to maintain a presence in all of Riverside county.
CONSULTANTS
Since 2009, the credit union has been spending tens of thousands of dollars on consultants who try but fail to rework the credit union's tarnished public image.
This year, the latest group of consultants arrived at the South Pasadena branch and began an intensive inspection of the credit union's operations and website and mailed form letters to members including employees and former employees, trying to gauge responses as to how the credit union can improve services and products.
Monies spent, actually wasted in 2009, 2010 and 2011 and consultants provided the credit union with extensive data about member reactions to the credit union's offers, suggestions where improvements could be introduced and suggestions where internal changes could enhance staff development but the President rejected all findings and suggestions because they were unpalatable with is personal view of the credit union. Don't expect this latest costly venture to produce anything worthwhile which helps the credit union escape the problems caused by years of mismanagement.
THE NEW MARKETING SPECIALIST
This past April, the credit union hired a new Marketing Specialist. The former Marketing Specialist who had a degree in marketing, was laid-off in 2010 after Senior Vice President, Rodger Smock, became the jealous of the much young man and began a campaign slandering the specialist's abilities. He also all too easily convinced COO, Beatrice Walker, that the specialist was leaking confidential information on to the Internet even though the specialist had no access to confidential information.
The new specialist was introduced to the credit union by CLO, Cindy Garvin. On his first day of work, the new Marketing Specialist, Daniel Ballesteros, was was hurriedly escorted to the office of Employee Services Manager, Esmeralda Sandoval. He was not introduced to other staff members. He was initially asked to work from home because the President doesn't want information about the specialist finding its way to the Internet.
Last month, the President disclosed that the Marketing Specialist will be provided "a small budget" which will be used to conduct all necessary studies and pay for advertising. The President is again showing his ignorance that marketing requires spending money if it's going to obtain information used to promote the credit union's name, products and services.
We hope the Marketing Specialist can work within a constricted and frugal budget and more importantly, working alongside a President who has little concept of the role of marketing in the development of business.
LEGAL PROBLEMS
During the month of May, Priority One continued contending with its many legal problems. A complaint suggests the credit union is preparing to be sued again. If sued, this will be the third lawsuit filed against the credit union since October 2010. The President and Yvonne Boutte, the Director of Credit Resolutions, disclosed the second lawsuit filed by a former Business Development representative had finally been settled. Last April the President declared the lawsuit had been dismissed by the court due to a lack of evidence and that the Plaintiff's attorney had suddenly resigned after realizing his client's lawsuit was frivolous.The President's version of what allegedly transpired is questionable. If the Plaintiff's attorney agreed to represent his client, its because the complaint possessed merit. Why would any attorney agree to represent a person and then months later realize that the client's case lacked merit.

AVOIDING the FACTS
During this year's annual meeting, which took place in South Pasadena on May 23th, was planned to present a promising picture of the plans for the credit union's future but what was conspicuously apparent is that both the President and Mrs. Harris-Brooks were careful to avoid all mention of branch closures, decaying employee morale or the credit union's horrendous public reputation. They also didn't acknowledge increasing account closures, amassing member complaints poor member service, or the fact the credit union has been sued by three former employees. Its what the President and Board Chair avoided saying that is most telling.
Board Chair, Diedra Harris-Brooks, exerted tremendous effort to convince/dupe/fool/scam attendees into believing that 2011 was a stellar year for the credit union during which the organization grew and prospered. The President and Board Chair apparently believe no one remembers that four (4) branches have been closed since 2010 or that net income has dropped by approximately $20 million since Charles R. Wiggington, Sr. was named President on January 1, 2007.
This year's meeting was evidently intended to deceive attendees by presenting an inaccurate portrayal of the credit union's performance in 2011 and a fictitious and enhanced depiction of what lies ahead for the credit union in 2012. One indicator that their stories are no longer believed is the fact that all attendees were either employees of officers of the credit union. Conspicuously absent were ambassadors and members of the United States Postal Service and Select Employer Groups.

Also, nothing was said about mounting member complaints citing deficient member service levels. The intent of the President and Board Chair was to present a view of the credit union through rose-colored glasses.

The Annual Report
The cover of this year’s Annual Report is upbeat, positive and is titled, “Building a Stronger financial future”. Unlike reports published prior the January 1, 2007, the report is a frugal in appearance and found using low quality paper and faded type and graphics. It clearly reflects the President's efforts to reduce spending.
The report contains addresses "signed by" officers of the credit union describing in part, their accomplishments throughout 2011 and what they hope to achieve in 2012. It's of course all hyperbole.
All propaganda aside, since April 2012, account closures continue to increase, many employees are failing to achieve their monthly sales quotas and the credit union is no longer competitive and heavily reliant upon expense reductions as key to it's survival.
Growth?
During his address, President Wiggington credited improvements that allegedly took place in 2011, to overcoming impediments caused by the national economy but avoided alluding to his business blunders and his wasting of hundreds of thousands of dollars of credit union monies and of course, closure of the Riverside branch.

This year's report was as aimless and empty as those of previous years, with Supervisory Committee Chair, Cornelia Simmons, once again presenting another of her insipid messages declaring that Priority One's performance is declared to be sound. We're starting to believe that she uses a single template when creating her annual reports.
We’d like Ms. Simmons to provide examples of how the Committee encourages “strengthening of internal controls” and what goes into the committee's alleged "review process." Her message is so general it virtually offers nothing to support what are her unfounded declarations.

Joseph Marchica has served as Treasurer of the Board for many years though we think it's time the elderly Director resigned. He doesn't attend most monthly meetings because he lives too far from South Pasadena. Did he forget he is supposed to be serving members? He, like the other Directors, panders to the Chairpersons every whim making him useless to ensuring the upward mobility of the credit union.
His report reveals just how-out-of-touch he is. He describes the Board's efforts in 2011 as a "long and eventful journey." Eventful in what way? Is he trying to turn a positive out of a series of negatives which includes the closures of four branches and the loss of more than $20 million in net assets? Mr. Marchica failed to consider the following facts:
- Priority One’s asset value has decreased by approximately $20 million since January 1, 2007.
- Member complaints have increased, citing poor member service.
- The Call Center is a failure.
- The Credit Union's relationship with employees of the United States Postal Service and of employees of Providence St. Joseph has deteriorated and in the case of St. Joseph, is probably not salvageable.
- The credit union has been sued by three former employees.
We've also recently confirmed that several former employees of the Burbank branch have and are recommending members in Burbank open accounts at Logix Credit Union and Universal Studios Credit Union.
Mr. Marchica also ignores the fact that under Charles R. Wiggington, Sr. and Board Chair, Diedra Harris-Brooks, Priority One is a much smaller, poorer and no longer competitive credit union. Certainly, there is nothing in it's performance to suggest a more promising future.
As we've stated previously, under President Wiggington, creating false impressions has become necessary and pivotal to trying to cover-up the effects of his rampant blunders and personal indiscretions. Don't expect the credit union's current slippage to change at anytime soon. The reason is that the President who created the problems and the Board who allowed his widespread problems to persist are the same people who are in charge of forging a solution. It's just not possible and to believe they can fix what they created defies all logic.

You left out that they threaten your job as well. What they don't get or notice is that for starters its doesn't work, but also that employees don't care really if they're threatened. We're all kind of numb to it already. They do it so often. Also if they let you go there is always unemployment you can cash which is why their threats are also so empty. They are quick to threaten for results but won't really fire you because then they're paying a part of your unemployment. Got to love how ruthless they are but don't lose a wink of sleep.

Its not just the threats which are way out of hand, its also that Cindy, Yvonne, Smock, Wigg and Joseph are hypocrites. Yesterday, Yvonne was in the back offices whispering with Alex, talking about staff. Later, Cindy told some of the girls who were in the copying room to stop talking and get to work, yet she and Yvonne are out in the street and alleys, back room, bridge, gossiping. Joseph says you better bring in business or you'll get written up or fired but he's a piece of shit whose never sold anything and members can't stand him. I even got a call from a postal employee who wanted to know who he is because he some him at some event and said he makes a bad impression. That's an understatement. Smock and Wigg are always gossiping like 2 very old looking school girls. They should all be fired, their the worse.
The credit union's attorneys are shrewd but not as smart as they think. They did try to squash Linda' case by changing the reasons why P1 fired her but it didn't work because she had documents that shot them down. Esmeralda told Smock that she attended the deposition for the second lawsuit but she was a clerk at the time. Why didn't West or Smock go. Were they scared of David? I don't think David puts up with bullshit and those two are full of bullshit. Before the depositon, Wigg said they were going to film it so that they could intimidate David like they tried with Linda. Wigg and the attoneys are nothing but a bunch of game playing geezers who are part of some "boys club" I mean "idiot boys club."

I saw David last year. He told me he had gone to the depositon and Esmeralda was there. He said the lawyer tried to be slick but was too obvious plus the guy was asking questions about Linda Nisely and wanted to know if Latinos were treated better at P1 than other groups. He said he told them that for years, Smock and Wigg had let Gema and Georgina get away with having other people clock them in and that they were never written up. He also said that some Latins like to speak Spanish and gossip in Spanish in front of non-Spanish speakers including members. He said the attorney showed him some documents which he knows Wigg made up and they tried to accuse him of saying bad things about the credit union. Does anybody say good things about the credit union or Wigg? He said Esmeralda was glaring at him, probably because Gema is her cousin but he didn't care. He doesn't play the race game, that's why he hated the clicks that were going around the office with the Latins all hanging out together.
David was and is the best person you could ever know. He never failed to help anyone who needed help. EVERYONE LOVES DAVID! Ever noticed that when one employee is really well liked by everyone it seems to drive Wiggs crazy? He was so jealous of Kim H. no one came to him with member problems, they went to Kim H. because we all knew she would do everything in her power to help that member. P1 has been such a bad joke since 2007.

I met them. First of all, they were short, Latino, spoke Spanish and broken English (like Gema, except male). One look and you know they weren't his sons though I'm pretty sure they called him daddy.
I remember David helped that witch, Virginia, get a big problem she had with her credit card, fixed and he also helped Gema get $3000 or more from BMW when her car went in reverse. I don't think there is anything weird about Priority giving out Nylonda Sharnese's name and breaking the law. I mean that's what they do. Thats why their spending so much on legal. Maybe Yvonne is mad because it was she and Alex who always talk about what Wigg tells Yvonne. Yvonne sometimes also shares what she's been told with Gema. It was Yvonne who talked about Nylonda Sharnese. She is the only manager in collections beside Alex, who would know about the case. It had to be one of these two old, drag-queen looking hags who posted the information on the blog. The member should be told so she can file a complaint with the DFI and maybe even sue for putting her collection information on the blog.

Mr.Harris was a good man. Not perfect, but good. He helped a lot of members. I remember one member whose credit didn't qualify her for a loan, but she needed money to bury her mother. She was denied by the Loan Department but when she called Mr Harris, he approved the loan and she paid it back! Show kindness to people and you earn their loyalty (except Wigg, Smock, Yvonne, Alex, West, Esmeralda....).
What he did for Ana was wonderful. Wigg and Smock would never have done that for her or for anyone else. Wigg should be run out of town along with buck tooth Diedra Harris and the entire, tired, stupid, uneducated, ghetto board.
First written warnings and now terminations? Way to go Wigg. Ah, I have a question. How are you going to provide quality member service if you're firing your staff? You already have some of the worst service in the industry. And doesn't the Mission Statement say that Priority One will show members and EMPLOYEES how to "win with money"? So Wiggington, how does firing employees help them "win with money"? And name one thing that makes Priority 1 an attractive credit union? Come on boy, just name one thing?

I wonder if all the fired employees and particularly the one's who had their reputations attacked, think POCU achieve financial fitness or put them in debt. Yvonne has said there is a lot of ex-employees who in collections. I know that one employee filed bankruptcy and named their POCU personal loan and the others have had so much difficulty paying their auto and personal loans. P1 is a blood sucking company and members should avoid getting loans or opening accounts at this dump.
Joseph said we almost reached our goal in May but he said we still fell short and that employees better shape up and get the business in or we're going to see our co-workers go. I know everyone is feeling the stress and I can't think of anyone that likes him. In fact, I think he's more hated than Wiggington which seems impossible.
No one likes Joseph or his father, Wigg. No one likes Yvonne, stupid frustrated big mouth troublemaker. No one likes Alex who is pure evil. No one likes Cindy because she's a bitch. Esmeralda and West are in the same boat. These are rotten, good for nothing, backstabbing, lazy, ignorant people. And dumb as dirt and yes that includes you Robert West. They could all serve on the board.
Joseph is scheduling another of his stupid meetings which he says is supposed to get us charged about new business but is just another opportunity for him to ride our asses. He says that in May we were a few thousand dollars short of our goal for the entire CU but that management was concerned. If we missed it by only a few thousand then why are they concerned? Why doesn't Wigg, Joseph, Yvonne and Cindy hit the pavement? He then says we need to get our strategies together and present them to him. Do you know how much time he wastes getting us to put our strategies in writing then taking valuable time, to meet with him and show him how we intend to get the business. I'd like him to show us how we are supposed to get the business. There is a reason Redlands failed when he was the branch manager. Same reason the call center failed when he was supervisor and same reason why they tool real estate loans away from him. Also same reason why consumer loans went down when he was loan manager. They fired a lot of people for breaking policy, even though Charles Wiggington broke policy and federal law when he decided to sexually harass. He should have been fired, tried in a court of law, and forced to pay out of his pocket instead of forcing P1 to pay out of their money.
Those kickbacks he used to get from Justice may or may not be illegal under law, but they are a violation of credit union policy and are unethical.
And though Mr Lee could be a fair guy, he made a big mistake when he used to run collections, and faked those papers which let Charles take Mr Wafa's car. He should never have done that but he paid for it in 2008, when his "buddy" Charles didn't renew Mr Lee's contract and instead hired everybody's worst nightmare, two-faced, back-stabbing, micromanager, Yvonne Boutte.
p.s. Yvonne Boutte was the collections manager until February, when she was made manager over member services and the tellers. She still continues to stick her nose in everything. She's really a jack of all trades and a master of none.

The board is ultimately responsible for everything Wiggington did that was illegal but its the members who voted them in or who let them be re-elected because most members are apathetic and the only thing they care about is their accounts. A lot of members have problems on ChexSystems and a lot have bad credit so they don't say anything because they think they can't get an account anywhere else. All their problems kind of put a big hole in Wiggington's claim Priority One is a fitness center that helps members/employees win with money. That's a load of shit and he knows it.
You're right, a lot of members have said they don't like having accounts at the credit union but they have bad credit and are on ChexSystems. Since they got their accounts before their credit got bad, most of them keep Priority accounts to cash checks.

Well wasn't Cindy hired as Director of the Loan Department and 4 months later promoted to Chief Loan Officer. Same with Yvonne. She was Credit Resolutions Manager, Director of Project Management and some other title. Joseph's been Call Center supervisor, Credit Manager, Real Estate and Consumer Loan Manager, Consumer Loan Manager/Member Services Manager and back to Loan Manager and now AVP of Sales?
At P1 the caliber of managers is seen by how much importance they put on their own titles. With some its a lack of education but with others its a reflection of their character. When I worked there, Sylvia Perez's recorded message on her cellular voicemail was "This is Sylvia Perez, AVP of Region 3 at Priority One." It was annoying and arrogant. Once you know her you realize she is ignorant and she admits she comes from the barrio. Apparantly she never left it.
At P1 they slap titles on the worst people the way you'd give a dog a treat. There is almost no upward mobility and competence and hard work are never rewarded. However, if you kiss ass, you'll probably get job security and a stupid title, just don't expect a raise. When Wigg gives you a title its to control you and to get your loyalty. He really believes that if he tells you "good job" or "I want you to do this form me" that you'll be grateful. I remember him asking for favors and then telling employees, "I'll buy you a coffee", "I'll buy you a hamburger", "we'll do lunch." First, no one except Rodger wants to have lunch with him. He talks with his mouth full of food and smells. I remember seeing food flying out of his mouth, like it was trying to escape. He thinks everyone is as ghetto as him and can be bought with some stupid offer to buy you something (which he never does). They also fired Judith Barajas in Santa Clarita. Two weeks ago, I heard that Santa Clarita was too small to have Judith, Adrianna, and Sylvia, who was transferred there this week and that he was going have to let someone go to justify 3 people for that tiny office. Plus SC isn't making any business (big surprise there). So they fired Judith saying she couldn't meet her goals but they kept Sylvia who is not making her goals either but she's Wiggington's friend.
They also fired Cynthia Diazvicarte. She's probably glad because she used to like Joseph Garcia but after working with things found him annoying (as do we all).
Dana Gilliam got laid-off and not Judith Barajas. These two helped Bea Walker make a living hell out of their ex-supervisor's (Suzan) life. Bea is gone, Dana is gone and now Judith is gone. Cindy doesn't do squat. She sits on her ass, tells people they need to work, writes up the people she's jealous of or targeting to get out, sneaks around with Yvonne, gossips, and brings her unemployed friends in. Since everyone has goals (except management) why didn't they give goals to her 2 friends they hired for consumer loans and why do her friends get to work from home unlike everyone else?

Does anyone know why Smock was at the CU before 7 a.m. today? Somethings up because Wigg looked shittier than ever and Yvonne looked uglier than ever. I think she's certifiable. She acts so neurotic. She used to say Saundra Whitt was negative for the environment but Yvonne is way worse than anyone. I think she needs to be tranqualized and put back in the wild along with Cindy who is a really short, fat version of Bea Walker.
The DFI can't take over P1 because their capital is high even though their sales are low. Closing Burbank and firing staff helped. But you can see just how stupid Wigg and the board are but the way they plan out hiring. They hired two people for collections, one of who is Alex's friends and who is being shown preferential treatment. Are they creating another opportunity for complaints? Of course they are. They hird Cindy's friend to do marketing but his first project is a really bad flyer which is advertisoing not marketing. They hired to people for consumer loans, both friends of Cindy, both working from home. One audits consumer loans. They had and have a consumer loan officer though she works the call center. Why not save money and transfer her back rather than adding a new salary? Notice, none of these people actually go into the field to do sales. Wigg doesn't get it. Plus he hired Cindy who came from a credit union that ended the last few years in the negative. He put Joseph over sales but Joseph was the worst Loan Manager for 2 years and when he was over loans, production actually dropped. Now the board has sat back along with the supervisory committee and members SHOULD HAVE sent petitions and letters to the DFI demanding they get fired. It really shows the extent of how people don't care about P1's future or how their employees are treated. At this point she's headed down the toilet and if that happens, Wigg can retire with a nice fat undeserved pension.
The board and supervisory committee should all get the boot. The committee is supposed to ensure the credit union is running well and compliant to standards and the board is supposed to make sure internal operations are running up to standard and that the president is carrying out his job. Obviously none of them are doing shit. The place is a mess. Don't let that lying sack of crap Wigg try to fool you, because business sucks and he's nervous. The reason the loan department doesn't answer phones is because they are so busy trying to call members and get new business and calling those that have been approved to come down to the credit union and fund loans. If you work in the department, the phones ring and ring until callers hang up. Its HORRIBLE service. Plus the call center staff is so stressed and try to get people off the phone as quickly as they can. You can thank Wiggington, Garvin and Garcia. They made it this way.
John, you were asking about what happened to the case involving the $60,000 stolen from the Los Angeles branch. We were told to keep it quiet because they did take Janee to court but the judge was kind of lenient on her and she didn't do any jail time. That was another big loss for the CU because the insurance had to pay that claim off too.
Today we're working til 7 pm, calling members to see if they're interested in getting loans. I heard we've been failing and a lot of members are not interested in anything we offer, plus some say this isn't the time to get in debt. Does Wiggington undrstand this at all?
Well not only are we not getting the amount of members we need when we stay late to call them, but Santa Clarita is doing terrible. Wigg was worried and so was Yvonne. This is the time, they all get together with Diedra to make up some lie and try to cover up what they did, just like when Wigg got accused of sexual harassment, when he messed the ballot mailings, and when he took that poor members car. They oughtta rename the place, Scavenger CU.

If you steal money from a credit union you probably will be caught and sent to court and maybe do jail time.
If you steal money from Priority One, there is a 50/50 chance they won't prosecute but if they do its probably because they got exposed on the blog.
If you steal money from P1, you might not get jail time and might not have to return the money you stole.

Today was the Board of Directors monthly meeting. Diedra looked miserable and I heard one of the directors say they need to make some changes (like fire the board). Also, where's Wigg and Yvonne? Are they in trouble again?

Not sure about Irma, but Sylvia is on a STRESS leave as of Monday. I wonder who is managing Santa Clarita Branch. Is Sylvia Perez afraid they are going to lay her off? Sylvia got written up 2 times and she didn't meet her goals again. Like you said, EVERYONE DOES THE SAME THING over and over. I'm a little surprised since she was such a hard ass about people meeting their goals. Guess she never thought she'd get written up.
Sylvia's had YEARS of supposed business development experience. For years she bragged about all the new business she got, by Sylvia could never get new business from educated big money people. She also scared away a lot of business and she made a mess of the credit union's relationship with the community at Burbank. Look at business while she was at Burbank. Business actually declined. That's a big reason why the closed the branch and why more people lost their jobs.
Irma was put on suspension for saying something about Wigg. While she was out, she went on medical leave (like so many others). They don't know when she's coming back but Wigg had her voicemail removed and her call id erased from the company phone directory which makes you think she's not coming back.

The working conditions are horrible. Employees are nervous and scared but people like Gema, can piddle around the branch, nebver go out to get new business, get a big salary for doing clerk work. The credit union is smaller with less people, how does this idiot not understand that he needs to do his part (like Yvon says to all employees) and go out in his car to communities. The reason is he couldn't get new business if he paid members to fill out applications.
What does Wiggington do anyway? I know that Yvonne and Cindy now take some of his work because he aays too sick to do it but he's not to sick to go to lunch or talk on the phone, gossip, and show up at the credit union. I don't know why they haven't retired him, after all, shouldn't he be at home resting and getting better and maybe resting his BIG mouth?
