Defining What's Normal, Part 1 of 3


Nowadays at Priority One Credit Union, headquartered in South Pasadena, California, "business as normal" has been displaced by fending off lawsuits. Its important to note that this dynamic did not exist at anytime during the 81 years preceding January 1, 2007, the date Charles R. Wiggington, Sr.  began serving as President and CEO of what was then a successful and growing Credit Union. 

Three lawsuits Priority One is currently litigating differ dramatically from those filed and voluntarily settled by the Credit Union during the years of 2010 through 2013. Those cases filed by four former employees and one Member, alleged violations of the Privacy Act, sexual harassment, same-sex sexual harassment, age discrimination, race discrimination, retaliation, and creation of a hostile work environment. The Credit Union paid out monies to avoid costly and potentially embarrassing court trials that would have produced documented records of abuses committed by the Credit Union's highest officers.

Two of the current batch of lawsuits, all filed in 2014, accuse the Credit Union and its President of various contractual related breaches while a third, filed by CUMIS, the Credit Union's insurance carrier, accuses the Credit Union's external auditors, Turner, Warren, Hwang, and Conrad of acting negligibly and failing to perform audits in compliance to established auditing standards. CUMIS also asserts that Turner, Warren, Hwang, and Conrad provided the Supervisory Committee erroneous information which in turn, compromised the integrity of the committee's annual performance assessments. CUMIS insists that the failures perpetrated by Turner, Warren, Hwang, and Conrad included not identifying thefts, perpetrated by Pearl Lynnette Fortson, a former AVP assigned to the Los Angeles branch, resulting in the theft of more than $1 million in cash from that branch's vault. 


As might be expected, CUMIS' allegations circumvent all reference to the Credit Union's and more specifically, the Supervisory Committee's responsibility to safeguard Credit Union and Member assets. Superficially, CUMIS' accusations seem absurd, eliciting questions about the actual theft and why so much responsibility is being placed on Turner, Warren, Hwang, and Conrad. Some of our questions are:  
  • How could Turner, Warren, Hwang, and Conrad be held accountable for the physical removal of $1 million in cash from the Los Angeles Branch's safe when the Credit Union's Accounting Department, the Chief Operations Officer, and the Supervisory Committee are responsible for all records documenting money sent to and received from the Credit Union's branches. ?
  • Why is CUMIS holding Turner, Warren, Hwang and Conrad responsible for thefts which occurred prior to their audit of the Los Angeles branch's ledgers? 
  • Turner, Warren, Hwang an Conrad were hired by the Credit Union to perform audits. The Supervisory Committee and President, delegated instructions to the firm as what records were to be audited. Did the instructions they provided include a request to audit vault cash and general ledgers located at the Los Angeles branch? 
In a few weeks, the Credit Union will serve as a witness in CUMIS' lawsuit. The Credit Union will also be a defendant in a lawsuit filed Turner, Warren, Hwang, and Conrad and in another lawsuit filed by Auto Alliance, one of Priority One's contracted automobile brokers. . Because the President is named a defendant, he will finally have to appear in court and provide testimony concerning the Credit Union's internal controls and answer questions which will almost certainly scrutinize his abilities as President and CEO and possibly even touch upon his ethics. However, we wouldn't be surprised if he stages excuses to try and avoid or prolong, having to, participate in litigation. In the past the wily but cowardly President took refuge behind Board Chair, Diedra Harris-Brooks, who freely approved spending Credit Union monies to hire overpaid and unscrupulous attorneys and useless consultants to create bogus defenses concoct fictitious facades that tried in earnest to depict the President as a victim, incapable of the atrocities described in lawsuits.  


A TREK DOWN MEMORY LANE




In 2013, a lawsuit was filed by a former Branch Manager, which cited egregious acts committed by and under President Wiggington, former COO, Beatrice Walker, and the entire Human Resources Department. President Wiggington was named a defendant but his attorney at the time, Paul F. Schimley, of Richardson, Harmon and Ober contacted the plaintiff's attorney and told her that if she didn't remove President Wiggington's name as a defendant in the lawsuit, he would have to file a motion with the court informing them that the President was suffering from cancer and undergoing medical treatments that he said would force postponement of the lawsuit for months and possibly years. . 



CUMIS VS TWHC

We;'re intrigued by CUMIS' lawsuit. Though Turner, Warren, Hwang, and Conrad did not perpetrate the actual theft of $1 million in cash from the Los Angeles branch's safe, it is their competency, expertise and reputation will will be dissected in court and which ultimately is a threat to their reputation. 

CUMIS' investigation concluded that Turner, Warren, Hwang, and Conrad are responsible for failing to detect any of the individual thefts during audits conducted in 2010, 2011, and 2012. Due to their gross oversight, eventually the thefts would amount to more than $1 million in cash. In their lawsuit, CUMIS alleges malpractice, a type of violation most often associated with lawsuits filed against attorneys and physicians. Oddly, CUMIS fails to cite an exact date when the thefts started, merely stating that they began in "early" or "late" 2010 and continued through the end of 2012. Why couldn't they provide a more specific date when the thefts occurred? Shouldn't they have merely stated that "the thefts began sometime in 2010?" 

Who is Turner, Warren,Hwang and Conrad? 

We visited Turner, Warren, Hwang and Conrad's webpage and discovered that in 2013, a peer review was performed by Caldwell, Becker, Dervin, Petrick and Company, LLP. and In a letter dated June 30, 2013, and written to shareholders, Caldwell Becker, Dervin, Petrick and Company concluded: 
"In our opinion, the system of quality control for accounting and auditing practice.... for the year ending June 30, 2013, has been suitably designed and completed to provide the firm with reasonable assurance of performing and reporting in conformity with applicable professional standards in all material respects" and concluding, Turner Warren Hwang an Conrad ACE has received a peer review rating of pass."
Please note that the letter is dated only four months after the theft of $1 million was discovered by the Credit Union. Turner, Warren, Hwang and Conrad's website also contains the following overview of services they offer clients:

Due to the length of CUMIS' lawsuit, we have decided to publish excerpts of only those allegations and statements we deem most important.  



As "subrogee", CUMIS has assumed the legal right to try and collect the monies paid out against the claim filed by the Credit Union. 



Former AVP, Pearl Lynnett Fortson, allegedly embezzled "at least $1,000,000" in cash, to wit, the amount was more than $1 million. She accomplished the thefts by allegedly "falsifying 'Daily Recaps", but how could the AVP, with or without accomplices, embezzle more than $1 million without detection by the Credit Union? Why did Priority One's internal controls designed to protect Credit Union assets fail to detect the thefts?

During the years of 2010 through 2012, Ms. Fortson's direct supervisors were COO, Beatrice Walker and later, CLO, Cindy Garvin, and finally, current Vice President of Operations, Yvonne Boutte. Over an approximate twenty-four period, why didn't any of the three overpaid and evidently, unqualified executives ever notice any of the several incidents during which money was embezzled? 




Turner, Warren, Hwang and Conrad's attorney may have told a reporter of the CU Times that Priority One never "expressed" disappointment with the services and decisions made by his client but the Credit Union's Supervisory Committee and CUMIS found sufficient evidence to conclude that Turner, Warren, Hwang and Conrad violated laws and provided fraudulent data that in turn caused the Supervisory Committee to derive erroneous conclusions about the Credit Union's actual performance. Since the Supervisory Committee is a governing body of Priority One Credit Union and because CUMIS' is the subrogee of the Credit Union, it appears Priority One was indeed, extremely disappointed with Turner, Warren, Hwang and Conrad's "actions." 



 

Under #19, CUMIS states that Priority One's Supervisory Committee is appointed by the Credit Union's Board of Directors and "tasked with the responsibility of obtaining an audit of the Credit Union's financials using an independent external auditor. But is the report provided from an "independent audit" the only source used by the Supervisory Committee to assess the Credit Union's performance and to gauge its ability to protect Member and Credit Union assets. 







Under #29, above, CUMIS states that during the years of 2011-2012, the Supervisory Committee was the recipient of Turner, Warren, Hwang, and Conrad's reports which provided findings obtained from audits; and similarly, Turner, Warren, Hwang and Conrad "expected" the Supervisory Committee to "rely on the thoroughness, accuracy, integrity, independence and overall professional caliber of audits it performed. Wouldn't it seem reasonable that a firm providing services to numerous Credit Union's and whose peer review cites an adherence to industry standards, make every effort to ensure the information provided to the Supervisory Committee was accurate and obtained from a thorough review of Priority One's records? 




Many past employees of the Credit Union can testify that documentation presented to auditors was always first reviewed by Executive Vice President, Rodger Smock, who was seen pulling out documents he did not wish presented to auditors. His censorship was intended to obstruct the disclosure of any information which could reveal breaches in procedure. 

CUMIS has chosen to accuse Turner, Warren, Hwang and Conrad of violating professional auditing and ethical standards and alleges the firm failed to properly examine Credit Union "books, records, and general ledgers." We expect the accounting firm to provide more than statements from the Credit Union that supports their accusations including providing lists of what documents the President and Supervisory Committee ordered to be included in any number of audits. Because as CUMIS asserts, Turner, Warren, Hwang and Conrad were hired by the Credit Union and paid to perform a service, was the accounting and auditing firm ever instructed not to audit certain credit union records?  Ultimately, it was the Credit Union who retained full control over what should and what should not be audited.  





It's seems more than a tad hypocritical that since Charles R. Wiggington, Sr. was appointed President on January 1, 2007, that the Credit Union has been sued several times and accused of egregious violations of state and federal laws, yet CUMIS and the Credit Union have no problem leveling accusations impugning the accounting and auditing firm and accusing them of violating "their professional auditing and ethical standards by failing to ever review or test the cash accounts at" the Los Angeles Branch.

In December 2009, then CFO, Manny Gaitmaitan, resigned but before leaving, confided to some members of his staff that he had been ostracized by President Wiggington; COO, Beatrice Walker; and then Senior Vice President, Rodger Smock, for his refusal to manipulate financial reporting." We hope that CUMIS is prepared to address questions regarding the Credit Union's reporting practices. 


 


In late 2009, TWHC conducted a three-week audit at the Los Angeles Branch and found that more than $60,000 had been stolen by a former receptionist. During the entire three-week audit conducted in a back office at the branch, AVP, Lynnette Fortson sat alongside auditor, Terry Nabors, while he examined Member and branch records. At the time, we found her inclusion in the audit both a conflict of interest and inappropriate but President Wiggington took absolutely no issue with her involvement. Could it be she sat alongside the auditor because she was concerned that he might uncover incidents that would reveal she was involved in the thefts of money? 





CUMIS accuses Turner, Warren, Hwang and Conrad of failing to count vault cash. Had they counted vault cash and reconciled those amounts with what was recorded in the vault's general ledger or reviewed the balancing sheets prepared by AVP, Fortson, they would have discovered the "fraud and embezzlement" committed by the AVP. Priority One has an internal auditor- Diane Huffman who should have been sent to each of the Credit Union's three remaining branches to audit records and count vault cash. Why wan't this done? And what about the responsibility the President, the COO, and the Accounting Department have to reconcile ledgers, balance sheets and cash records? 

CUMIS chose to pay out more than $980,000 against the $1 million claim filed by the Credit Union in 2013. We assume they agreed to pay the claim because their investigation proved that the Credit Union following all security protocols, yet this was the second large theft to occur at the Los Angeles Branch within a three-year period.  

  • How did the Credit Union respond following the discovery in 2009, that a former receptionist absconded with more than $60,000 from the Los Angeles branch?
  • What changes did Priority One introduce to its security procedures following discovery that more than $60,000 had been stolen by a former receptionist? 
We have to question CUMIS' wisdom. Why didn't the insurance company provide a more exact date when the theft of $1 million in cash began? According to their complaint, the thefts started either in "early" or "late 2010". Why not just state that the thefts began sometime in 2010?  We hope Turner, Warren, Hwang and Conrad have retained records showing what they were asked to audit. 






CUMIS requests the courts order Turner, Warren, Hwang, and Conrad to pay damages and all costs spent to file and litigate the lawsuit and any additional monetary relief deemed just and proper by the court.  

In his article, Strong Internal Controls Reduce Employee Dishonesty, dated August 20, 2014, Theran Colwell writes:

 "When a credit union catches an employee embezzling funds or committing other fraud, it must investigate and implement procedures to close the security breach."

Again, what changes did the Credit Union introduce following the discovery that more than $60,000 had been stolen by a former receptionist sometime in early 2009?

More importantly, why did the changes the Credit Union should have introduced fail to deter the series of thefts that started in "early" or "late" 2010 and continued, unnoticed, through late 2012?

In his article, Mr. Colwell also states: 
  • Lead from the top with a written policy
  • Create a system of checks and balances, including a clear segregation of duties
  • Review cash-handling procedures and refresh staff training

REVISITING THE 2013
SUPERVISORY COMMITTEE'S ADDRESS 

We are once again revisiting the Supervisory Committee's address which appeared int he 2013 Annual Report. The report was first distributed to attendees of the Annual Meeting which took place at Priority One's main branch in South Pasadena, California on May 27, 2014. 




The Supervisory Committee's Chair composed her address in 2014, approximately one year after Priority One discovered the theft of $1 million from the Los Angeles branch's vault. And though the series of thefts took place during the years of 2010 through 2012, the Supervisory Chair included the name of Turner, Warren, Hwang, and Conrad in her address published in the 2013 Annual Report which was first distributed on May 27, 2014. 

Why would Ms. Simmons make reference to the firm if she knew that CUMIS had concluded that Turner, Warren, Hwang, and Conrad had been remiss in their audits and allegedly caused the Credit Union to lose $1 million in cash? 

In her address, Ms. Simmons states, "The Supervisory Committee has the responsibility of overseeing the internal and external auditors of the Credit Union", adding, "The external audit firm of Turner, Warren, Hwang & Conrad Certified Public Accountants and Consultants conducts a comprehensive annual financial audit with verification of member accounts each year." 

Three conspicuous facts standout:

#1: In February 2013, Priority One's Internal Auditor discovered that $1 million had been embezzled from the Los Angeles Branch's vault. 

#2: CUMIS filed its lawsuit against Turner, Warren, Hwang and Conrad in April 2014. 

#3: Ms. Simmons address to Members was published in the annual report first distributed in May 2014, one month after CUMIS filed its lawsuit.  

We've also reviewed several of the Credit Union's annual reports for the years preceding 2013 and failed to locate a single address signed by Ms. Simmons and which alludes to Turner, Warren, Hwang and Conrad or any other external auditing firm hired by Priority One. 

So why did Ms. Simmons reference Turner, Warren, Hwang and Conrad's name in the 2013 Annual Report? Ms. Simmons is clearly stating that her Committee relies on whatever findings are provided by Turner, Warren, Hwang and Conrad. Is her disclosure a feeble and all too transparent attempt to free the Supervisory Committee of all culpability in the theft of $1 million?

Priority One may be a state-chartered Credit Union but its assets are federally insured by the NCUA. We obtained the following excerpt Cornell University Law School's Legal Information Institute, describing the role of a credit union's Supervisory Committee. 

12 CFR 715.3- General Responsibilities of the Supervisory Committee

§ 715.3 General Responsibilities of the Supervisory Committee


(a) Basic. The Supervisory Committee is responsible for ensuring that the Board of Directors and management of the Credit Union-
(1) Meet required reporting objectives; and 
(2) Establish practices and procedures sufficient to safeguard member assets.

(b) Specific. To carry the responsibilities set forth in paragraph of this section, the Supervisory Committee must determine whether:
(1) Internal controls are established and and effectively maintained to achieve the credit union's financial reporting objectives which must be sufficient to satisfy the requirements of the Supervisory audit, verification of Member accounts and additional responsiblities. 
(2) The Credit Union's accounting records and financial reports are promptly prepared and accurately reflect operations and results: 
(3) The relevant plans, policies, and control procedures are established by the Board of Directors are properly administered; and
(4) Polices and control procedures are sufficient to safeguard against error, conflict of interest, selfing dealing and fraud. 

CUMIS' lawsuit places responsibility for the theft of $1 million on Turner, Warren, Hwang and Conrad even though it is the Supervisory Committee who is ultimately responsible for the implementation of internal controls that effectively protect Credit Union and Member assets. 
  • So what corrective measures did the Supervisory Committee implement in response to the 2009 theft of more than $60,000 perpetrated at the Los Angeles branch by a former receptionist? 
  • Why did the Credit Union's internal controls fail to identify any of several thefts perpetrated over the years of 2010 through 2012? 
  • And how often does the Supervisory Committee convene and what records can they provide of the topics discussed during each meeting and the actions taken to improve Priority One's internal controls? 
On a side note, it's important to note in 2008, Cornelia Simmons along with Board Directors, Diedra Harris-Brooks; O. Glen Saffold; and Thomas Gathers, voted and won reinstatement of President Wiggington despite overwhelming evidence that he sexually harassed a former employee and following urging by the investigator that the President be terminated. .These attest to her ethics and ability to hone decisions based on a fair and impartial assessment of evidence. 

The Supervisors like the Directors, are ignorant and unable to carryout their state-mandated duties. They and the Directors depend on the President to interpret financial data contained in the Credit Union's financial reports. Does this at all seem like a conflict of interest and immensely inappropriate? It's time the Supervisors and Directors were administered tests to gauge their competency. And one has to wonder, why procedures developed and/or approved by the Supervisory Committee have continually failed to protect assets administered by the Los Angeles branch.

CONCLUSION

It doesn't take an expert or even an in depth study of Priority One's monthly, quarterly, and annual reports to realize that this Credit Union's issues run deep and are terribly awry. What should be seen as perplexing is that the President, his executive and managerial staff, the Board of Directors and the Supervisory Committee are all apparently so out of touch that they can't understand the relationship that exists between internal conflicts, security breaches, abuses of authority, dishonest business practices, and the Credit Union's struggle to acquire new business and membership.

CUMIS Insurance is hoping to that their accusations against Turner, Warren, Hwang and Conrad will possess sufficient merit and be so compelling that a a jury (which they've requested) will issue a judgment in their favor. 

However, CUMIS will have to contend with questions about the Credit Union's subpar security procedures which failed to stop the theft of $60,000 in 2009 and the theft of $1 million in cash during the years of 2010 through 2012. The looming question we have is how could the Credit Union's allegedly well-developed security procedures fail so miserably? 

Here is a record of some lawsuits filed against or involving Priority One since October 2010? 

1. Lawsuits filed by four former employees during the years of 2010 through 2013, alleged sexual harassment, same-sex sexual harassment, retaliation, age discrimination, and creation of a hostile working environment. 

2. The filing of a lawsuit in 2012 by a former Member which accused the Credit Union of violating the Privacy Act.

3. The 2014 filing of a lawsuit by Alliance Auto, one of Priority One's contracted automobile brokers, alleging a breach in contract. 

4. The 2014 lawsuit filed by CUMIS against Turner, Warren, Hwang, and Conrad and alleging it is the accounting firm's satisfactorily perform its duties compliant to established standards resulted in the loss of $1 million in cash stolen by a former AVP. 

5. The 2014 filing of a lawsuit by Turner, Warren, Hwang and Conrad against Priority One Credit Union.

The lawsuits are all symptoms of a bigger, more serious problem afflicting Priority One and indicative of why the once successful Credit Union is nowadays a smaller, no longer competitive, and disliked Credit Union. The internal turmoil saturating the Credit Union explains in part, why Priority One was forced to close 6 of 9 branches during the period of 2010 through 2014. The Credit Union has spent years, desperately raising its net capital all for the mere purpose of retaining their operation. In 2008, its net capital dropped down to almost 6% and at the time, both the DFI an NCUA informed the President that he had better find an immediate means by which to reduce expenses and raise capital. His closures, however, could not stave-off the continued decline in net income which dropped by approximately $22 million since January 1, 2007.

President Wiggington's business failures are exacerbated by his personal conduct which has been appalling and embarrassing. In 2008, an investigation proved he sexually harassed a former employee though fortunately for the President, his ally, Board Chair, Diedra Harris-Brooks, ignored and suppressed the evidence and led two other Directors and Supervisory Committee Chair, Cornelia Simmons, to vote for his reinstatement despite the fact the investigator urged his termination. 

In the end, a victory in court will be gotten by the attorney who presents the most convincing argument. For CUMIS, this isn't a slam dunk as they have chosen to continue a business relationship with an organization led by a notorious President and corrupt Board of Directors and evidently, ineffective Supervisory Committee. On the other hand, Turner, Warren, Hwang, and Conrad chose to enter into and maintain a business relationship with the infamous Credit Union and as of May 2015, their well-earned reputation in the industry is at stake.

Our Committee cannot wait for President Wiggington to testify in open court. He has led the charge against TWHC and he will surely sway the court with his eloquent testimony to rule in favor of Priority One.

When Cumis is victorious Priority One will throw a gala party. The party will not be a lowly Catfish Fry (more suited to a ghetto sod farm). The Party will be a ritzy tribute to our glorious leader and champion of justice, Charles Wiggington.

Having Wiggy and Diedra and West testify will definitely sink any chances of winning in court. Their testimony will expose a chain of ineptitude. In fact, testifying is a sure-fire guarantee to lose.

It will be a joyous reunion when Lynette gets reacquainted with her dear friends Wiggy, Diedra and Smock. I'm sure they'll all be more than pleased to see Lynette once again..

I wonder if Lynette will saunter into court with a suitcase stuffed with $1 million, that she can hand over to CUMIS?

Yes, she will testify but as you know, when it comes to the truth, Priority One managers wouldn't recognize it if it walked up to them and slapped them on the face. The truth makes them cringe.

And Lynnette may just saunter into the courtroom wearing a dress made of $1000 bills. Of course she'll have to compete with Wiggington and Diedra who have been misusing credit union funds for years. After the trial, maybe they can all go to the bar in a nearby hotel and use credit union money to pay for their drinks.

I'm pretty sure that her bankruptcy filing may indicate she has absolutely no intentions to hand over any of the money. Just like Wiggington would rather remain president and see the credit union close all its branches then man it up and resign.

You're right. I'm sure that these two will spend days hammering out a phony story but when they get to court, they'll forget what it is they were planning to say and provide testimonies that contradict one another. Now the two are too dumb and too corrupt to understand that they've spent years using lies to cover-up a lot of what they do, so when it comes time to testify there is no way they can remember all that they've fabricated in the past. This may actually prove to be an interesting trial, not because of the subject matter but because of the type of testimony the credit union will provide. If you've ever seen Diedra lies, she puts on this big bucktooth smile and her eyes dart back and forth like the ones on a cat clock. She also stutters. When Wiggington lies, he starts talking faster and faster. Example:

Plaintiff's Attorney: "Mr. Wiggington, what procedures does your credit union follow that verifies the amount of money kept in a branch vault at any given time against what is recorded in ledgers?"

Wiggington: "That's not my job. As you know I am president. And that story that I stole some member's BMW is a lie. Sure I told people I bought the car at a dealership and later, those damned bloggers published the DMV records showing I transferred ownership to my name but so what, I'm president. By the way, women can't resist me. I'm an ebony Brad Pitt.
I'm sorry, what was the question?"

If you go to http://www.cutimes.com/2007/06/13/priority-one-cu-reacts-after-it-exposes-critical-member-data-in-mailing you see how Wiggles caused the first security breach that would have gotten him fired by any other non-Black credit union. Then that stunt he and Yvonne Boutte pulled talking about the employees who sued the credit union got him a warning from the board and the lawyers because if he blabs again, he and the credit union can be sued. The bottom line is every lawsuit filed against Priority One has been the fault of Charles Wiggington and Diedra Harris-Brooks and her board. The board is not actually a normal functioning credit union board. Four of its five directors are black and the four are "yes" men to everything Diedra wants. We all know Charles sold his soul over to her when she got him reinstated so he will always be her "boy." The other factor which contributed to all the lawsuits filed before 2014 is Human Resources. It is a corrupt department run by an old unethical has-been, Rodger Smock, and an equally corrupt Director, Robert West, and Manager, Esmeralda Sandoval. All of them combined, are the reason why Priority One is in so many legal entanglements. Their legal fees must be through the roof.

He was a horrible vice president of operations so you knew that you could not possibly ever be a good president. And then you have the board actually Diedra, who always wants to control everything. Actually, Patti's job included ensuring the credit union was following procedures but ultimately its Wiggington and the Supervisory Committee that were responsible for ensuring member assets were protected. The problem with the mentality of Wiggington, the supervisors and the directors is that they treat the credit union's assets like its their money and not the funds that belong to member/owners. Wiggington, the board, the supervisors, Smock and Yvonne have no comprehension of the role of member/owners nor do they want to know. That's why you had Diedra and Wiggington trying to control the 2010 election and after they got caught tampering with it, they held a second election and used CU money to pay for printing new ballots, for paying for postage and for publishing new notices. Its mismanagement at its worst. Patti should be held responsible but in all fairness, I worked with the woman for years and her knowledge is in lending. She wasn't a wonderful compliance director and she has no people skills.

I'd guess that TWHC will argue that they're annual audit might not have detected the thefts because Wiggington ordered that only certain records be audited which did not include vault cash at the Los Angeles branch. Safeguards are the responsibility of the supervisory committee so Cornelia will probably be subpoenaed and possibly Diedra. They represent both groups. I think John is right, Cornelia included TWHC's name in her last annual address because she's saying, "Its not the supervisors but TWHC that made the mistake." John, is that correct?

Cornelia will have to be subpoenaed as chair of the supervisory committee because she will have to explain the scope of the audits they requested and will have to attest to what information was provided by TWHC. Wiggington will have to testify too, but knowing this slacker, he'll try to pawn off all responsibility on other people. Someone from accounting will have to testify about the procedures the department has to monitor outgoing and incoming monies against branch ledgers. Diedra will probably have to testify too. Normally, attorney's get together with their clients to rehearse testimonies. That just the usual however you're dealing with sneaky but intellectually stupid people so it will be interesting to hear whether they contradict one another or can't answer questions. Hopefully TWHC's attorney is smart and aggressive.

Lynnette is going to testify at her own trial. She's been subpoenaed by CUMIS' attorney. I could be wrong, but I don't think her lawsuit will overlap with the one filed against TWHC. TWHC is being sued because they supposedly didn't notice the thefts which makes you wonder, why didn't the Supervisory Committee or the Board notice the thefts. They have the President who is supposed to carryout the security procedures they put in place and why didn't accounting notice the money was being stolen? Why didn't Wiggington send the in-house auditor to audit all the branches which includes counting vault cash? You can TRY to blame TWHC but the credit union is still responsible to a great extent.

And Lynnette or Pearl or whatever her name is, is being sued for actually stealing the money. CUMIS is going to try to get her convicted and get the court to order restitution but she's not going to admit she stole the money and she's not going to suddenly turn the money over. She can go to prison if ordered to, do her time, leave the country and retire somewhere comfortably while the court can order restitution, there's no way they can expect to get anymore than a couple of hundred a year from her.

It's really hard to believe that when Mr Harris was president, employees remained at the credit union for years and the credit union was known for its professionalism and you never once heard of lawsuits being filed against it by anyone. Charles comes in and he lies about how great business is because if it was great, no branches would have been closed. And then their legal fees are more than 20 times higher per year then when Mr Harris was president. Its disgraceful but what's worse is Diedra Harris Brooks. She is the worst chair imaginable. When she worked at the post office she was disliked and she brought all of her gifts to the credit union and ruined it. Amazing.

Okay, let's say CUMIS loses their lawsuit, will that in anyway affect the relationship they have with the credit union? If a court finds that it was the credit union was at fault and not TWHC then does CUMIS have an option of canceling the credit union's insurance coverage or raising the premiums?

And if TWHC wins its lawsuit against the credit union then does Wiggington get fired or Diedra get removed? You know they'll try and look to pin the whole thing on because that's just what they do.

I don't see how Lynnette can beat the charges in CUMIS' lawsuit but the best she can hope for is probation and no restitution. IF that happens then she won't be able to get a job in another credit union but she's retirement age and she probably qualifies or will qualify for social security. And if she's got the $1 million then she'll be just fine.

The credit union has had a 4 year wage freeze which they partially lifted recently, so that means most employees have been getting 2010 wages in 2015.

Wiggington has been milking the credit union for years and its covered up by the board plus despite being the worst president imaginable, Diedra approves him for raises every year.

Diedra has been approving the spending of credit union monies for years. Ever wonder how they lost $22 million in net income since 2007?

Rodger lives in a nicer house than Wiggington will ever have. He's got rental properties and their tax forms show he's been getting raises too though dim wit does ziltch.

Lynnette might or might not have walked off with $1 million but Wiggington and the others have been making off with money in their own way. Plus they like to transfer monies from GL's to show profits where none exist. Just saying.

In 2007, before a former employee filed charges with attorney, William Adler, accusing Charles of having sexually harassed her, Charles used to describe Diedra as a "bitch" because of her chronic micromanaging. That all changed after she suppressed the evidence that he sexually harassed and had him reinstated. These people don't sincerely like each other. They're all backstabbers.

1. Rodger used to tell Mr Harris that Wiggington was lazy.

2. Wiggington used to complain to Mr Harris that Smock was lazy.

3. Wiggington used to complain about Diedra.

4. Yvonne Boutte, Bea Walker, and Joseph Garcia tried to have Wiggington removed, telling Diedra he was unprofessional, incompetent and lazy.

5. Robert West used to bad mouth Sylvia, Wiggington's former favorite AVP.

They are the worst offenders but they've never even been written up.

Charles started gossip about a former collection's agent and a former Real Estate Loan Officer, impugning their morals but this is a buy who used to brag about how many women he slept with and would point out those women who visited the South Pasadena branch that he wanted to have sex with. He's got a vulgar mouth, using profanity and he used to brag about how much smarter he is than anyone else. You can see how smart he really is by how he destroyed Priority One. When I worked there, he was absolutely the biggest liar and had the biggest mouth. He really used to think he was smarter than anybody else or at least that's what he wanted to believe. The man destroyed marketing and morale, he destroyed relations with the communities and he destroyed relations with postal employees because back in 2008, he so wanted to push members who worked for the post office aside and bring in SEGs. He succeeded in ruining relations with postal workers who were members and he proved SEGs don't make money. Stupid, stupid, stupid. And you couldn't convince him that he was wrong because he's an egomaniac who believes his stupid ideas will reap profit. At the time, he had us all wear this stupid badge that said just ask. In 2008, he stood in front of an all staff meeting and said, "These badges are going to bring in new business." They didn't and he never explained how his dumbass idea was going to translate into profit. He used credit union money to buy the problematic phone system and then he and Bea wasted more than $100,000 on what is the fiasco called a phone center. He wasted another $100,000 remodeling South Pasadena and Burbank because he and Bea said that what members wanted was nice looking offices. Burbank closed less than a year and a half after being remodeled and time has proven that that ugly black specked carpet and mile high cubicles aren't what members want, they want good member service and great products. His ideas make you think that Wiggington suffers from brain damage or he's just crazy. BTW, they should force him to get psychologically tested because his behaviors are disturbing.

Stupid move because it did nothing to improve what is a horrible, two-faced department.

Wiggington, Rodger and Bea used to go to El Tepeyac Patio for lunch for her first 2 months of employment and after that she made excuses that she couldn't go and she started going to lunch with Yvonne and the 2 would meet secretly in the alley behind the credit union and on Marengo Avenue and at the park. Then Bea starts telling the board about her ideas and why nothing Wiggington does works and Diedra, who is the real president at Priority One, starts stripping him of his power and giving it to Bea. Things were going great for Bea until nothing she did reaped any results and after rumors spread she might be a lesbian. Wiggington finally did her in and saved his job and Rodger's and West's because Bea almost succeeded in getting those three fired. They hate the blog and they hate anyone that disagrees with the way they do things but they hate each other more.

This past week I attended a conference in Vegas where this blog and Wiggy were major topics of conversation during breaks.

One CEO mentioned a time a while back when Wiggy and his Uncle (?) attempted to seduce and sexually harass a female member with a spotty credit history who had applied for an auto loan. As the story was told to me, Wiggy and the Uncle met the member at Fat Burger (yes, Fat Burger!) so these two great lovers could tag-team her! The story was somewhat sketchy, though.

Can anyone fill in the blanks as to the actual details of what really happened?

Here is the story of what actually occurred when Wiggington tried to seduce a member.

One day, some years back, Wiggington
saw "Patrice", the member in question, sitting at the desk of one of the loan officers. She was beautiful and he was immediately smitten. He started to flirt with her (apparently he forgot about his wife and son) and he told her he was the VP of Operations (pre-January 2007). He handed her his business card. After he walked away, the officer told Patrice she didn't qualify for the $26,000 auto loan because her credit score was 520 or 540 (I don't remember the actual # but it was under 600 around the mid or low 500's.

She left the South Pasadena branch and called him immediately at his office and explained that she wanted to buy a used Mercedes she saw at a Beverly Hills dealership but her credit score was too low to qualify her for the loan.

Wiggington, the consummate professional (I'm being sarcastic) agreed to meet her at Fat Burgers in Los Angeles.

On the day of the meeting, he took his uncle. Wiggington would later brag that when she entered the Fat Burgers, "Everyone stared, but she came to our table." Of course she walked over to his table, she had a $26,000 loan to obtain. He said she wore a tight, one-piece zippered jump suit.

Within a few days, he was able to qualify her and he approved the loan. He hoped that he had created an opportunity to sexualize the relationship but weeks later, he complained to the loan officer who funded the loan that Patrice never called and "I will never talk to her again." Wiggington is often duller than most men as he couldn't understand that she had no interest in ever speaking to him again. She got what she wanted from her mark, working him like a collie at a dog show, and didn't have any further use for him. I don't know if his planned included his uncle, which is more than a little disturbing, but he had hoped to make their "business exchange' into something physical. In the end, she proved to be the better strategist and manipulated him expertly.

The story of Patrice and images of her actual credit report were published on November 9, 2014, in "A History of Failures, Part 2 of 4".

He not only behaved unprofessionally with no regards to his position as an officer but he proved to be stupid. The credit union has denied lots of members with better credit scores than Patrice's. That's why credit unions have loan policies that stipulates eligibility requirements but for Wiggington, rules are always meant to be broken when it comes to what he wants.

The incident with Patrice is just another example of just how awful Charles Wiggington is as president and attests to the dishonesty that permeates the board who has not only allowed his abuses, but also condoned them.

If auditors would actually go back and audit loan files for directors and supervisors, they would find that Charles also ignored eligibility requirements and approved loans. Loans for directors and supervisors are approved by Charles and the board. Do you at all see a conflict of interest when the people approving loans for CU officers are the same people who have violated CU policies?

Much of the Dossier dirt relates to abuses at credit union conferences that Board members treated as freewheeling spending junkets. Personal items such as booze, $150 bootlegs of wine, $200 bottles of Johnnie Walker Blue Lable, casino chips, helicopter tours, escort services, golf excursions, unlimited bar tabs, bottle service, etc. if I was a Board member I would not want this information released to the general membership for fear of a mutiny.

For years It was wel known in the South Pasadena branch, particularly by many employees in the accounting department, that when the board attended out of town conferences that they spent their credit union allowance on partying and of course not attending conferences. When they traveled to Europe they went sightseeing and all together skipped attending classes. When they went to Hawaii they did the tourist thing when they were supposed to be participating in classes. When they went to Las Vegas, Wiggington blurted out that Diedra had exceeded her daily allowance on bar tabs forcing him to adjust reported daily spending so it didn't reveal her daily spending abuses. When they get audited, auditors should have compared actual receipts against what was actually reported. If these things were common knowledge amongst some staff, one can only imagine what Wiggington and the board have succeeded in hiding.

Diedra Harris-Brooks is a piece of work. The woman was a retail manager at the post office which deluded her into believing that though uneducated, she's an expert in management and marketing. She's neither. Immediately after Wiggington became president, he started forwarding "advertising" to her and the board I never understood why as most were retired clerical postal workers with absolutely no experience in anything financial or marketing or advertising. At the time, Rodger whose got to be one of the biggest morons I ever worked with, told us that the board needed to check all advertising because they didn't want "White" people on the promotional pieces because Priority One is a "Black" credit union. Its not. Its quite blended but the idiots on the board see the world wearing black colored lenses. Diedra is the same genius who thought it was a good idea to disband the marketing department and replace it with a marketing committee made up of several employees with no experience in marketing including you- Rodger Smock!

No surprise that Diedra would misuse money granted to attend educational conferences. Its she who gave Bea Walker the okay to spend tens of thousands of dollars on failed projects and its her again, who has used credit union monies like they're her own personal piggy bank, to pay for attorneys to defend what has to be one of the industry's worst and most ignorant presidents.

Thank you for confirming what everyone suspected all along, I.e., the Board members abused their positions when attending conferences in Vegas, Europe and Hawaii. Those board members that never attended the training seminars, and instead went on tourist excursions like a bunch of freeloaders on the credit union's dime should all be tar and feathered.

I also heard several Board members went to a red light district on credit union money, which is despicable, but the kind of behavior you'd expect from this group of low-life moochers.

Anonymous, I think you're being sarcastic, maybe not, but aside from alleged bottles of booze bought by the board using credit union monies, the fact remains that under Diedra Harris-Brooks, Charles R. Wiggington and the Directors have abused spending in spite of declining sales. Charles likes to focus on increased net capital which remains at a healthy level but he always avoids the subject of lagging sales and declining membership. The key factors why the credit union is not cutting it in business are:

1. Its public reputation
2. Poor member service
3. Unimaginative marketing and advertising
4. A staff that is poorly developed
5. No effort to maintain relations with the communities it serves
6. Refusal to perform state-mandated no-cost services to the communities the credit union serves.
7. Unqualified and overpaid managers and executives
8. An ineffective and ignorant board and supervisory committee
9. Misappropriation of credit union funds including wasted spending on a long list of failed projects
10. An inability to protect Member/CU assets

I could specify but this blog has covered the specifics for years.

When more than $1,060,000 are stolen from a credit union, the president gets canned immediately and the board an at least the Supervisory Chair get fired. Why have an annual meeting? Every year its we're doing better but the only thing that goes up is net income. Business is barely crawling and new memberships are low. You don't see them opening new branches or providing better service. I remember sitting in front of the podium while Wiggington blamed the economy and unemployment for the credit union's losses. Then Diedra donned her bucky beaver smile and said that the credit union had a lot of hurdles to overcome but had survived while out-of-touch, Cornelia, said as she does each and every year, that her committee had determined that everything was just fine with security even after they just discovered that $1 million had been stolen allegedly by Lynnette. By the way, I worked with Lynnette and I can't believe she had the smarts to pull of the crime. If she did,, then its her best work.

Wiggington's "secret" meeting with Patrice was so outrageously inappropriate. Why would any officer have to meet with a member at any fast food place to discuss a loan application? And isn't the job of approving a member for a loan, the responsibility of a loan officer not the vice president of operations? And why was his uncle there? Is his uncle an unofficial loan processor, loan officer or loan director? You're right, the intent was to eventually reap some sexual favor but Patrice was much smarter than Mr. Horn Dog and she got what she wanted without ever compromising herself. She should be President and CEO.


And regarding the alleged stalking; who on earth would want to stalk Wiggington? He's not good looking and he's got that unsightly paunch, he speaks with his mouth full, smells and talks too much.

I don't remember that class but I do remember him conducting several classes that were so boring. He is one of the worst instructors I've ever had the misfortune of meeting. Just awful and doesn't know much. When he allegedly taught lending, he asked Kim to conduct the class because was ignorant of the subject matter.

During the different phases of XP, it was he who conducted the classes and again, no one delivers a drier more disinteresting class than does West.

Now the reason why the "new" training room is unbearable is because brain dead Wiggington and brain dead, Bea Walker, designed the room and forgot to install a ven for air conditioning. Its so bad that if you keep the doors shut for more than 20 minutes, the air grows stale and hard to breath. That's why each year when auditors come to the South Pasadena office, they have to open the door. Its a sweat shop.

West was not liked by Mr. Harris but he was hired, I believe, by Mr. Harris' predecessor, just as was Wiggington. Let me tell you, except for Wiggington, no one likes Robert West. Its not his insipid personality, but his obnoxious and hypocritical attitude are unbearable.

What I don't get is why the credit union needs Robert West. It never really needed a trainer though when it had 9 branches there might have been some justification for a trainer. I think the reason why he was named Director of Employee Services in 2011 was because the credit union had gotten sued by 2 former employees who alleged their rights as employees had been violated. The lawyers told Diedra that Rodger who was the director of HR, had not protected the credit union and left it open for lawsuits. So Rodger was officially removed as Director thought not really because he retained all control over HR. Wiggington and Diedra chose West who had absolutely no experience in anything related to HR and who they knew was a horrible trainer. His only saving grace is that he's black. Nowadays, Rodger continues to control HR and West is now overseeing compliance though he has no experience in compliance. Its pathetic. West, like Charles and Yvonne and Alex and Gema, could never be an officer at any other credit union. He tries to plump up his linkedin bio to make it look like he's accomplished but in more than 10 years at Priority One name one thing he's ever done that has positively impacted the credit union. He's at best a token, useless and overpaid. That's why Bea Walker targeted him for termination along with Rodger but she got canned first.

He was so embarrassing and so stupid. That morning before the meeting, he walked up to me and said good morning. I had known him for a few years but that was the first time that I noticed he had the eyes of a hyena. It was strange and as the meeting would prove, he was just another scavenger like Wiggington and Rodger. I remember how back in 2011, West and Yvonne Boutte royally backstabbed Johnny, a rep from the call center. The man's wife was pregnant and bed-ridden and Johnny had to stay home to take care of their son but that wasn't good enough for West, Yvonne and Wiggington who threatened to fire him. You're right, Wiggington has created a "snitch" atmosphere which didn't exist before he became president. He is exactly what you don't want in an employee or officer. Years ago, the then lending director, Aaron, made up a lie about a female loan processor. Wiggington didn't ask for evidence and ordered that they find a way of terminating the employee. Rodger who is a pandering kiss ass, and Esmeralda started to harass the employee who forcibly resigned. So the sexual harasser and car thief ordered someone terminated based on a lie fabricated by the loan director. Thankfully, the loan director later turned against Wiggington, telling his staff about what a big incompetent Wiggington was and after yelling at Senor President, found himself banished.

Wiggington did t he same thing when company moocher, Robert West, ran and told him that Wendy ate a sandwich from a tray of sandwiches that were being provided to employees who were scheduled to train with Loren Lillestrand. Wiggington ordered her laid-off for "stealing" a sandwich. The man who has misappropriated credit union monies and caused the loss of more than $20 million ordered an employee removed for taking a 6" sandwhich.

I had the misfortune of being hired at P1 during the transition period from Mr. Harris to Wiggington. Right after Wiggington was appointed President things changed drastically for the worse. Instead working under the friendly, encouraging Mr. Harris I suddenly found myself working under Wiggy, a man whose personality can best be described as a controlling, pompous blowhard. Within a short timeframe Wiggy began to fire staff left and right for no apparent reason. Then he stocked his management team with incompetents, to boot. Things were getting bleaker by the week. I dreaded getting out of bed having to go to work.

As far as I could tell Wiggy is driven by his delusional playboy self-image, greed and desire for self-enrichment (like stealing a member's BMW). I could see immediately Wiggy was uncouth. He is a loudmouth, ball scratching, eat with you mouth wide-open creep. Wiggy was such an incompetent I even told a coworker he wouldn't last more than 12 months as CEO, and I wasn't joking. Things eventually became so miserable I began searching for another job just to get away from the hellhole known as Priority One.

After working at P1 for 24 months I finally saw the light and went to work at another credit union. It was like lifting a ton of bricks from my psyche. Now working at another credit union I can see in hindsight leaving P1 was the best decision I've ever made.

I can relate to your experience, Humble Harv. So many of us were so sad when Mr Harris left. In part, because we were going to miss him and on another, because we knew that Wiggington would ruin the credit union. Wiggington was a horrible and ignorant vice president of operations. Furthermore, he had a polarizing personality. We didn't wish the worst, we dreaded it. The AVPs he promoted were the worst employees at the credit union. He promoted Liz Campos who was a horrible employee with a terrible work ethic and who for years had worked 5 to 6 hours a day but always reported she worked 8 or more. He promoted Aaron Cavazos who was lazy, dishonest, abusive and a sexual harasser. He promoted Sylvia Perez who was abusive to employees and as it turned out, spent years exaggerating her sales record. He also promoted Rodger Smock who was and is lazy, ignorant, two-faced and one of the worst violators of credit union policies imaginable and who has never contributed anything to the credit union. Is it really a surprise that Priority One was destroyed by these morons?

And if you call the Call Center, most of the female employees are curt and don't seem to have a good grasp of what the credit union offers. Plus each time you call, they read off the same script, trying to sell you a loan.

The call center was the brainchild of Bea Walker. She and Wiggington told the board that having a call center would eliminate the credit union's service issues which increased after Wiggington became president. Bea who was a plagiarizer, took her then buddy, Rodger Smock, to visit other credit unions to see how their call centers worked. What she, Wiggington and the always ignorant Mr. Smock didn't bother to do was perform actual research to discover the feasibility of creating an in-house call center versus hiring an outside contractor who could provide call center services. The latter would have been more efficient and far more cost-effective. They built their call center which from the start, proved to be a fiasco. The amount of incoming calls versus the number of staff appointed to the call center coupled by the technical problems caused by Wiggington's so-called "state-of-the-art" phone system which cost $600,000, have made the call center one of Priority One's biggest debacles. You can also thank Diedra Harris-Brooks because she and her board of clowns didn't perform the necessary assessments that would have determined if what the credit union needed was a costly call center. This group- Wiggington, Diedra, Smock and the former COO, Bea, are unbelievable failures. Everything they touch fails. They're all equally talentless and lazy.

I was taken by Bea and Smock to visit one of the credit unions that had a call center. Actually, the story is kind of funny. Rodger drove us to the corporate offices of the credit union because that's where their call center was located. We got to the building, signed in at the guard's desk and proceeded to the 3rd floor. When we got there we couldn't find the credit union's offices. Rodger which you may not know, has a bad temper and profane mouth in addition to a condescending attitude towards all living things, great and small. We walked through two halls before he asked people in one of the halls where on the credit union was located. They all said they never heard of a credit union located on the floor. Exacerbated and complaining he had been given wrong directions, Rodger called the credit union from his cell phone. As it turned out they provided the correct address to their offices but Rodger drove us to the wrong address. So we left the building, boarded his car and drove down the street to the correct address.

When we got to the correct address, a manager walked us through their call center and then escorted us to a conference room. During the next 30 minutes, he provided an overview of how the call center was managed to reap optimum benefits. The manager told Beatrice Walker that to implement a call center that met the credit union's needs required having an It department that was compatible to the credit union's vision. She rolled her eyes and began complaining that Tsui, the then It supervisor was uncooperative. I couldn't understand how she thought it appropriate to complain about Tsui to a manager of another credit union. The only reason Bea didn't like Tsui was because he had refused to violate policies for her. For example, when she wanted the company to buy her a laptop, she ignored company procedure which required she meet with Tsui and provide him with a description of what she wanted. Instead, she charged a $5000 laptop and asked Tsui to sign-off on the purchase so she could be reimbursed. He refused and she became his enemy and in time with the help of Charles and Rodger, had Tsui terminated.

Anyway, during the meeting with the manager of the other credit union, the manager advised us that it might be more feasible and cost-effective if our credit union tried to acquire the services of an outside contractor. He said all that was required was that we provide a contractor with a list of what we wanted in a call center. A few weeks later, Beatrice hired a company to begin creating a space for her new call center. I spoke to Rodger at the time and asked if he or Bea had inquired about hiring an outside company to handle all member service issues. He said they hadn't and asked why I was suggesting an outside contractor. I reminded him that we had been told during our meeting with the other credit union's manager, that his might prove less expensive and as effective as having an in-house call center. I shouldn't have been surprised but he replied that he couldn't remember the manager ever having mentioned this and suggested I speak to Bea. This is one of the major issues at Priority One. Everyone of the managers is lazy and useless. None practices follow through and in the case of Wiggington, Rodger and Bea, research is unnecessary because quite frankly, they lack the motivation or concern for what benefits the credit union.

Bea's and Wiggington's call center is not the all purpose center they promised it would be. Its staffed by horrendous personal whose motivation is sales not member service but this is how Wiggington chooses to do business and this is why Priority One is a failing credit union.

What are they going to do if the trial reveals that Wiggington fucked up when he didn't use security protocols just like he didn't in 2007 when stupid let all those ballots get mailed with member social security numbers and account numbers printed on the outside. No doubt he, the board, Rodger and anyone else involved have been rehearsing their stories that will be used to try and convince a jury that the credit union has effective safeguards in place. Of course, no matter how much they insist that they've got great safeguards, they will have to explain how one woman with the possible help of unnamed (or non-existent) accomplices walked out with $1 million in cash over a 24-month period. Hopefully, TWHC's attorney will ask how these same safeguards failed to detect that back in 2009, a receptionist stole $60,000 from member accounts. Their story, I mean lie, is going to have to be a believable whopper for them to prove that it was the accounting firm that messed up. Like I said, Wiggington is a liar though not a very convincing one as all his stories are always proven to be untrue.

You forgot when he approved sending out ballots in envelopes on which were printed member social security numbers and their P1 account numbers. I spoke to Alan who said it was his first time preparing the disc which was going to be sent to the printer who was hired to create the ballots and envelopes which were to be mailed to members. Alan said he took the disc to Wiggington who had just become President and asked if he could review the contents in the disc to verify the printer was being provided the information needed to create the ballots and envelopes. Wiggington told him he was president and was not going to review the disc because it wasn't his job. He instructed Alan to just mail to disc to the printer.

The printer took the information which included member social security numbers and account numbers and created the ballots and envelopes which were sent to members. What's interesting is that not one member who received the envelopes ever noticed that their personal information and account information was printed on the envelopes until someone at the Valencia branch which was then managed by Dane, told a member who was also a postal worker at Santa Clarita, about the error. The whole thing blew up when the member went back to the processing plant and told his co-workers. Soon people were calling the main office, writing to Wiggington, and contacting the Board.

Wiggington panicked because he was new and because at the time, he was being investigated for promoting a branch manager to AVP who had been kiting for years.
The board demanded that Wiggington provide the name of the person who sent the social and account numbers to the printer so that they could fire him or her. Wiggington told them it was Alan who made the mistake but he asked them not to terminate Alan but to only suspend him which they did. He also told Alan that the board had wanted to fire him but he talked them oout of it. Wiggington lied and the board was negligible.

First of all, the board should have talked to Alan in person and asked why he sent social and account numbers to the printer. If they had done their due diligence they would have discovered it wasn't Alan who sent the information, but Charles Wiggington.

Charles is a compulsive liar. If called to court, do you expect him to tell the truth?

When it was discovered that Liz Campos had been kiting, Charles denied all knowledge that she violated federal law and he said it was member service who reversed her NSF fees without his authorization. At the time she kited, he was the VP of Operations and he was the ONLY person who could approve NSF fee reversals. If he in fact didn't know she was kiting, then he was the stupidest VP of Operations the credit union has ever had and he should never have been promoted to President by Diedra Harris Brooks and her board of idiots.

The lowest point if my professional career was working in the seventh circle of hell known as Priority One. Aside from the general horror I was forced to deal with incompetents on a daily basis. Can you imagine dealing with schmucks like Wiggy, Smock, West and Yvonne everyday. After a few months of their incoherent babble I thought I was going crazy. It was like an Insanity Test. If I stayed at P1 I surely was going to be insane. Wiggy's breath alone was pushing me over the edge.

The entire lot of them deserve a good tar and feathering for having brought ruin to a once great credit union.

The experience a lot of people have had while working for Wiggington or for one of his hand picked managers is that you soon realize you're working with and for idiots. Wiggington used to brag that he was better educated than any other staff member but listening to him speak, you begin to doubt he ever graduated from grammar school.

Smock has attitude. He considers himself refined, cultured and highly intelligent but he's nothing more than another Echo Park queen with too many aires and immensely lazy.

Yvoonne is ghetto trash. She exerts her will because like a dog that pees on everything in the yard, she wants to dominate. Problem is, Miss Century and Prarie is horrible, unprofessional and not nearly as smart as she deludes herself to believe.

West is evil. Enough said.

Esmeralda is horrible and clearly not what you would ever want in upper management.

Throw in Gema and Patti Loiacano both of who have horrible characters. Its a horrible place but what other kind of people could wicked Wiggington ever surround himself with?

I spotted Yvonne at M & M Soul Food in Inglewood a few weeks ago. Not exactly who she was eating with, it coulda been Wiggy's Uncle, but I'm not sure. Anyway they were voraciously eating like it was going to be their last meal ever. They were loading up on double orders of fried chicken, greens, mac and cheese, smothered pork chops and corn bread. Yvonne washed the entire meal down with lemonade and red velvet cake - a whole cake! I couldn't believe they were wolfing down food like pigs eating slop at a trough. Disgusting table manners.

Yvonne is nothing but trouble and as evil as Wiggington and Smock. I was working at the credit union when Wiggington hired her. At the time, he was preparing to fire his formerly good friend, Mike Lee, and his collection company because he said they were not getting the results the credit union needed. Plus having an in-house collector would save money and get better results. He hired Yvonne who if I remember correctly, once worked with Premier America. At the time, a friend in the industry told me she'd gotten fired from there. If she did, then its not the first time the credit union hires a manager who's been fired from another business. Bea Walker got fired from Universal City Credit Union and she got hired by Wigg as the first COO and Rodger Smock got fired from Superior Industries where he worked in HR and got hired as Director at Priority One. Like they say, one man's trash is another man's treasure.

When Yvonne got hired she brought Saundra, Naeyra and Alex (Alejandra) to the credit union. These women were the rudest, snottiest, most gossipy bitches I ever met. Just nasty. Within 3 years, Yvonne and her close friend Saundra had a falling out and Saundra resigned. Yvonne also became buddies with Bea Walker and the two were so close that Yvonne used to spend some weekends at Bea's house whenever Yvonne's truck driver husband was out of town. The two women would take lunch together, everyday. They would meet in the alley and streets located behind and around the South Pasadena branch where they would gossip unendingly about everyone including Wiggington and Smock.

Bea started to promote Yvonne but within a year, the two women had a falling out and stopped talking to one another. That's when Yvonne started working Wiggington like her prized pig and in time got in his good graces. This was a big change because after Bea arrived in 2009 to about the end of 2010, these two very unattractive women plotted to remove him so that Bea could be named President. It might have worked too had the Black board not gotten whim that Bea might not like boys. Bea's termination for insubordination and failing to achieve anything she was paid to do left Yvonne with an opportunity to move up. One day after Bea got canned, Yvonne stood in credit resolutions talking loudly about how much she hoped the board would let her take Bea's place.

You are right, Wiggy and Rodger will continue hiding behind the Board, the Supervisors and the credit union's expensive attorneys. Can you imagine how much money they've spent on attorneys over the past year? If CUMIS loses, you know they'll either raise the credit union's premiums or cancel their policy. There's a chance Lynnette could go to prison though whether she is ordered to pay back what she allegedly stole is going to depend in part of whether her bankruptcy filing is approved by the court.

I agree, Wiggy's reputation is in the crapper. Sort of just floating there.

I recently talked to one of the employees at the credit union who told me that Wiggy's once, #1 supporter, Sylvia Perez, had finally gotten a job in sales because she couldn't find any company that would hire her uneducated ass as an AVP. I think the only one that is surprised she couldn't get hired as an AVP is Sylvia. She left her new sales job to move on to better pastures at another company and was really elated but it seems, her new employer got sick of her personality rather quickly and let her go. Wiggy used to say he wished "all employees" were like Sylvia. Problem with crap-for-brains is that the employees he likes are usually inept, often ignorant and always intolerable. He had to let her go when the board told him they wanted her out. Nowadays, unemployed again, she complains that her former friend, Wiggy, backstabbed her. Geez, Sylvia, he's like you, what did you expect?

Former AVP, Supervisor, Manager, Assistant Manager, and finally business development representative, Joseph Garcia, who could never make his assigned monthly quotas in a 3 year period, quit a few weeks ago but not before complaining that Charles "Wiggles" Wiggington was forcing him to drive to the Van Nuys office to work as temporary branch manager. The reason why Joseph was sent to Van Nuys is because the permanent branch manager of that office, Cecilia Pereyra, was sent to work at the Los Angeles branch which is far from her San Fernando Valley home. She got so fed up, she confided she is tempted to quit. Logically it would have made more sense to send Joseph to the Los Angeles branch, but all dimwit Wiggington just doesn't have a talent for planning and so he thought forcing Cecilia to drive from the Valley to the south Central office was smarter than sending Joseph who lives in Montclair.

Wiggington let it out that he didn't want Joseph at the L.A. office because quite frankly, Joseph was not very intelligent or capable which causes me to wonder, if he has a history of failures, why then keep him on payroll? The answer, because Senor Joseph actually had dossiers on a lot of the dirt committed by Wiggington. When Joseph was Bea Walker's dog, she confided a lot of things that Wiggington was doing that were illegal. Joseph may not have known how to do any of the jobs he had been given, but he had job security which is better. So for years, he reported to work, did absolutely nothing, failed at his all his assignments but collected a paycheck. Maybe Joseph wasn't the dumbass we all thought he was.

Joseph actually did Wiggington a favor by quitting because not only did he not receive a severance package, the credit union could have denied him unemployment.

Could it be that Wiggy is forcing management personnel like Joseph Garcia to quit so he can cut employee expenses, and therefore boost the credit union's net income? If Wiggy can save on expenses he can then justify getting another year-end bonus for himself.

I wonder if Joseph Garcia will reveal the dirt he maintained in his dossiers now that he has been booted off the team - one can only hope.

Joseph is stupid. We all knew that he wasn't fired because he knows too much. The problem with Joseph is he doesn't know what to do with the information. Bea used to say if you want to drive an employee out, relocate them to an office far from their home. Wigginigton knew sending Joseph to van Nuys would drive him out. Thankfully for Wiggingtin, Joseph is as stupid as a bag of nachos.

Wiggingtons little plot to lift the wage freeze for some employees failed. His hope was to make the impression things have improved but Mt Brain .Dead knew the credit union cannot afford a company wide lifting of the freeze. The result is the recent departure of loan personnel who haven't got raises in years. Wiggington will never get it together because he's broken and like Humpty Dumpty cannot be repaired.

I remember when Idiot Wiggington used to say "I wish all my employees were like Sylvia Perez." Yes, paranoid, neurotic, vicious, ineffective, underhanded and royal back stabbers. Well, he almost got his wish in Rodger Smock, Robert West, Esmeralda Sandoval, Yvonne "Big Foot" Boutte, Alex Suarez, and Gema Pleitez. Did I miss anyone?

So she can't hold on to a job. Poor Sylvia. Guess no other company will put up with her incompetence. The same thing would happen if Rodger and Wiggington tried to get executive jobs at any other company. None of the people Wiggington promotes ever pan out. Look at Liz Campos and Aaron Cavazos. Those two were just as horrible as Wiggington and there was a time he used to refer to them as his friends until he back stabbed them just like he back stabbed Sylvia Perez, Bea Walker, and Cindy Garvin.

Homeboy (Wiggington) is worried about the upcoming trial. He's let it be known he doesn't want to go to court. His fear is probably that he's going to have to testify about why the credit union never realized cash totaling $1 million was being taken by Lynnette. Now CUMIS is already lying. They claim that the credit union was performing all security procedures which is a fat lie. If they had then how did money get stolen in 2009 and again in 2010-2012? And a lot of people don't know that CUMIS paid out a claim for more than $100,000 in 2010 because the credit union forgot to close a checking account tied into a HELOC. Because of this, two members who were married, took the money out of the account AFTER the account should have been closed. I think someone needs to sue CUMIS.

Nervous Nellie is right. Wiggington has always felt so secure when he lies because in his distorted mind, he truly believes people believe his myths. They just patronize him and make him think they believe him. Who's really working who. When he messed up the 2007 ballots, he used Alan as his sacrificial lamb. When he was accused of sexual harassment he ran like a coward and hid behind Diedra's skirt. When the credit union began losing money, he blamed the economy and even said, "All credit unions are losing money." Sorry dumbass, but some credit unions grew during the period we were losing money. When he was sued for violating employee rights, he had his overpaid, shyster lawyer call the Plaintiff's attorney and tell her that Wiggington was suffering from cancer and would be unable to participate in litigation. Funny, but during that period, he drove himself to work, he walked around the office telling us about how great he was doing, and talked about how no one could ever defeat his tired ass. He should be afraid of going to court because he's a sissy and like any non-man, he only functions well when he can hide behind others.

They are going to call Wiggington, Diedra and Cornelia. They may have to subpoena Bea Walker, Cindy Garvin and Yvonne Boutte and possibly also Saeid Raad. They should subpoena Manny because he left the credit union Wiggington and Bea wanted him to manipulate accounting. Though that might not explain how Lynnette allegedly walked away with $1 million, it would give insight into accounting practices under Wiggington and confirm if the credit union made it a regular practice to count vault money or relied entirely on an annual audit by the external auditor.

Also, how often does the supervisory committee meet and when they do, what are the topics discussed? They should be able to provide minutes proving what they do, discuss and how often they do it. Does the committee visit branches to check on security or do they again rely on an external auditor to provide them with s report?

Now Bea and Cindy were liars while employed by the credit union and both probably signed severance agreements prohibiting them from verbalizing anything negative about the credit union but in a court of law they should have no problem being truthful and revealing exactly what type of security protocols were in place and whether these were in fact being maintained.

Now Yvonne will lie. That's just who she is but can she lie well enough to explain away any questions that target the effectiveness of the credit union internal controls?

Yvonne was only VP of operations for a short-time and possibly at the end the robberies took place. She might not be held responsible for much of what happened but she can't possibly be completely innocent either. The one's really responsible are Bea who got fired in July 2011 and Cindy who got fired at the end of 2012. But the ones who should be held completely accountable for failing to detect a single theft are foremost, Charles Wiggington and on equal footing, the Board and the Supervisory Committee. Actually, Diedra Harris-Brooks and Cornelia Simmons. I think going after TWHC is a lame effort by CUMIS to get back the money they chose to pay the credit union. The bottom line is, who is responsible for the theft of $1 million? Is it TWHC because some reports they provided were subpar or is it the credit union that is supposed to have procedures in place to protect money? You can't hold TWHC responsible if the President, the board and supeervisors weren't doing their jobs!!!!

Didn't we all know all the way back in 2007 that Charles was going to ruin the credit union. Of course none of us knew to what extent or the embarrassment he would cause to the credit union and employees. But what is the biggest issue is not that he's a horrible president and an embarrassment but why 4 of the 5 board directors who are black and the entire black supervisory committee chose to keep him, pay him and even give him bonuses. And after he caused the lawsuits filed by 4 ex-employees, one member, an accounting firm and an automobile broker, why did Diedra Harris-Brooks continue shoveling out credit union money to defend him with expensive and at times, dishonest, shyster attorneys?

Our Committee is certain President Wiggington's testimony will sway the court in determining TWHC is wholly responsible for the $1,000,000 theft. There is no doubt our CEO has put in place more than adequate security policy and procedures to prevent losses.

If there is anyone to blame it lies with TWHC and Lynette. Also, partial blame can be laid right in the lap of the Supervisory Committee who never preformed adequate follow-up on bank and cash reconcilement findings.

Mark our words, In the final analysis President Wiggington will be exonerated by the court and CUMIS will win the lawsuit.

Our committee of social outcasts is certain that our dark lord and master, President Wigglenuts, will provide a testimony that will sway the court into concluding that he is utterly insane and must be sentenced to a life in any state mental hospital. In our deluded and evidently psychotic minds, TWHC is wholly responsible for the $1,000,000 theft. Sure there were safety procedures in place that President Wigglebottom cast to the side of the road sort of like when Patrice kicked his flat ass to the curb after he approved her $26,000 car loan, but so what. There is no doubts in are twisted little minds that our CEO and sexual harasser, has a more than adequate security policy and procedures in place that he failed to activate. He's only human, well half-human and half road kill.

And its also Lynnette's fault. Why would anyone steal $1 million in cash from an open vault in a branch where security is non-existent? And we only place partial blame on the supervisory committee whose chairperson, Cornelia "Lancelot Link" Simmons knows as much about security as she does about being pretty.

Mark our words, In the final analysis President Wiggington will be executed by the court and CUMIS will ask for his head in a basket.

I worked as a teller in South Pasadena for years. Whenever you needed to go to the vault, you needed to have another person with you. I don't understand how Lynette could take $1 million from the vault. If she didn't have another person with her then didn't any employees of the branch notice she was violating policy?
